Provider Facing Description of ACO

CMS created MSSP ACOs as an alternative payment model (APM) under its Quality Payment Programs. APMs offer a payment approach that gives added incentive payments for providing high-quality, cost-efficient care.

MSSP ACOs are one type of APM and allows its members to collaborate and receive support services for their Medicare fee-for-service patients. Members are also held accountable for the quality, cost, and experience of care for the assigned population.

Any provider or practice participating in Medicare fee-for-service who is not in another MSSP and is interested in improving quality and coordination of care. In some cases, specialists can be in more than one MSSP.

MSSP Declaration

The following resolution describes the arrangements established and passed by the Queen’s Medicare Shared Saving Program Accountable Care Organization (Queen’s MSSP ACO) Board of Directors.

The original proclamation claiming the MSSP pre-participation waiver was enacted by the Board on July 19, 2017. It included information identifying the parties to the arrangement, the date of the arrangement, and the type of item, service, good, or facility provided under the arrangement. Under the pre-participation waiver that the Queen’s MSSP ACO is using, all current QCIPN members are allowed to use services currently being developed for their Medicare fee-for-service patients. Required Public Reporting Information

Public Disclosure Arrangements Protected Under the ACO Participation Waiver

The U.S. Department of Health and Human Services established waivers of certain federal fraud and abuse laws that may otherwise limit innovation by ACOs participation in the Medicare Shared Savings Program. Queen’s MSSP ACO, LLC (“Queen’s ACO”) participates in the Medicare Shared Saving Programs (“MSSP”) as an ACO and seeks waiver protection for the arrangements described below.

The Board of Managers of Queen’s ACO has formally authorized these arrangements and made a bona fide determination that these arrangements are reasonably related to the purposes of the Medicare Shared Savings Program.

Future arrangements, and updates or modifications to current arrangements, will be added to this list in accordance with CMS requirements.
